Shenyang, Don't Cry for Me - Chapter Fifty-Six: A New Official Faces Many Tribulations

The next morning, I thoroughly cleaned the house, then locked the door and left. Today I was going to take up my new post at the Safety Supervision Office.
When bidding farewell to Sister Cao, she said earnestly, "Guan Han, you've followed me for so long, you must have learned a great deal about officialdom and how to handle affairs. You are very intelligent and well-suited for a career in government. As the saying goes, 'A moderate ruler uses the strength of his people, a superior ruler uses the wisdom of his people.' Another saying is, 'In officialdom, there is no right or wrong, only interests and direction.' Take your time to understand this."
I nodded and said, "Mayor Cao, I've got it. I'll try my best not to disappoint you."
Sister Cao nodded deeply. I could sense that Sister Cao was suppressing her emotions; her eyes flickered uncertainly.
I stood up and placed a bunch of keys on Mayor Cao's desk, saying, "The house has been cleaned up, and the deed and credit cards are under the pillow."
Sister Cao's face twitched violently. I quickly turned around and walked out of her office.
The Safety Supervision Office only has twenty-seven people, all of whom are key personnel transferred from various departments, and they are all very young. This includes two deputy directors. One is named Lao Ye, who is fifty-three years old and was formerly the deputy general manager of the food company; he had been in charge of the work before I arrived. The other deputy director is Xie, a thirty-four-year-old man transferred from the Geological and Mineral Resources Bureau. He wears glasses and is an expert in mine safety; he seems very reliable and capable.
Although this department has a small staff, it oversees a wide range of responsibilities, including food and drug safety, production safety at key enterprises, and production safety supervision in coal and iron mines. It comprises several sections, such as the Food and Drug Supervision Section, the Key Enterprise Supervision Section, the Mine Production Safety Supervision Section, and the General Affairs Section. The office is located in a three-story building far from the municipal government.
My office is a suite; the outer room is for working, and the inner room has a single bed for sleeping. I don't have anywhere to live right now, so I can just make do in the office temporarily. Mayor Cao is really considerate of us; although he already has three cars, he specially allocated a brand-new Mitsubishi SUV for me.
But I had only been in my position for three days, and I hadn't even gotten the hang of the business yet, when tragedy struck my family. My dad called to tell me that my grandmother, who was over ninety years old, had suddenly passed away. Because I was the youngest boy in the family, my grandmother had always doted on me, and her passing made me very sad.
I didn't tell anyone at work. I was worried that since I had just started as the new boss, they might make a big fuss if they found out. So I just told Lao Ye and Director Xie that I was going back to my hometown to visit them and asked them to take care of the unit during this time. Then I drove back to my hometown overnight.
Funerals in rural areas are very elaborate and complicated, especially "happy funerals" (referring to the passing of elderly people over eighty years old), which are even more lively. The elders of the family hire two bands to perform in turn, and people from the whole village come to help or watch the fun.
Although I'm the youngest in the family, I naturally receive extra respect because I'm the only one in the family holding a high-ranking position in the city. Elders often ask me what to do, and I'm responsible for handling everything, big and small. This includes the funeral rites, cremation, choosing a burial site, the burial itself, and the cremation ceremonies on the third, fifth, and seventh days after death. Then there's dealing with my grandmother's inheritance, and the funeral expenses had to be divided equally among the families. Actually, none of them are wealthy. I really wanted to cover all the expenses, but I'm careless with my spending and have no savings whatsoever. I can only try to compensate by taking on more responsibilities.
It took me about ten days to finally get things done. During this time, Director Ye and Director Xie called twice to ask about some things at work. I figured they were minor matters and didn't have time to think about them in detail, so I let them handle them as they saw fit. They seemed to sense that I was dealing with a funeral, and kept asking me where I lived, but I didn't tell them.
Lulu also called a few times, asking where I'd been these past few days since I'd last stayed. I told her I'd just taken over some work at my new place and was too busy, but I'd be back in a couple of days. Lulu gave an unhappy "oh" and said, "Come back soon, school starts again in a few days, and I won't see you for a while."
But one problem after another arose. On the evening of the tenth day, after everything was settled, I planned to rest at home for a day and go back to work the next day, but I received a call from Lao Ye.
He said in a panic on the phone, "Something terrible has happened! A coal mine in Xinchengzi has experienced a flooding accident, and many people are trapped underground!"
When I heard this, my head was spinning. What a bad year! How could I encounter something like this so soon after taking office?
Despite my frustration, I knew I was the head of my unit, and it would be disastrous if I lost my composure at this crucial moment. So I calmly told Lao Ye, "Report the situation to the municipal party committee and government immediately. I'll drive to the scene right away."
I said goodbye to my parents and jumped into the car, speeding away. On the way, I called Director Xie to inquire about the handling of the flooding accident and the rescue equipment and methods available in our city. Director Xie said that our city's coal mines had never experienced a flooding accident before due to the relatively good rock structure, therefore the city did not have the corresponding rescue methods. He added that cities like Fushun and Fuxin, being older coal mining areas, should have the necessary equipment. I told him to contact those two cities immediately and have them come to our aid as quickly as possible!
My hometown is over 50 kilometers from the coal mine where the accident happened, and I arrived at the scene in less than half an hour. The scene was chaotic; hundreds of family members and miners were crying and blocking the mine entrance, while one person was directing some miners to use two small water pumps to pump water out. It was clear that the man was someone who held power at the mine, so I squeezed through the crowd, called out to him, and asked who he was. His eyes were red as he said he was the mine manager in charge of production. Realizing I had found the right person, I identified myself. Upon seeing government officials, the mine manager immediately broke down, collapsing to the ground and wailing uncontrollably.
His crying caused chaos in the crowd. He was the pillar of the entire scene, and when he collapsed, everyone lost their support. Some cried and shouted, while others rushed up to grab the mine manager and demand his release.
Seeing the situation, I knew that if I didn't calm everyone down, things would definitely get out of control, so I stood in front of the mine manager and shouted, "Everyone, calm down! I'm the person in charge of handling the accident sent by the municipal government! Don't panic. If you want to rescue your loved ones as soon as possible, you must follow my instructions!"
Upon hearing that it was someone from the municipal government, everyone quieted down. I continued, "The city's rescue teams and equipment will arrive soon! Please rest assured, the municipal party committee and government will spare no effort to rescue the trapped miners! Please cooperate with our operation!"
Just then, the piercing sirens of police cars rang out. Three police cars sped over; it was the local Public Security Bureau. As a representative of the municipal government, I ordered the police to maintain order at the scene and absolutely not to provoke the miners' families. I also ordered them to immediately take control of the mine owner. A deputy director of the Public Security Bureau gave me a formal salute and immediately instructed his subordinates to go and carry out the orders.
The scene was quickly brought under control, and the deputy director and I took the production manager, who was still sitting on the ground crying, to the office next to the mine shaft.
I said to the mine manager, "Stop crying! Now is not the time to cry. Quickly explain the situation!"
But the mine manager couldn't stop crying and wailing.
The deputy director of the Public Security Bureau was very impatient and said sternly to the mine manager, "What are you crying for! What good is crying? If you cry again, I'll shoot you dead!" He then pulled out his pistol to intimidate him.
I think the police do have a way of dealing with people, and in some situations, it is necessary to use certain methods to control the situation.
This tactic actually worked; the mine foreman quickly stopped crying. I immediately asked him about the situation underground. The foreman sobbed, "There are seventy-four miners in this shift. Only twelve made it to the surface when the accident happened; the other sixty-two are still underground!"
"Sixty-two people!" My God! My heart clenched. I pointed to the underground map on the wall and asked him what rescue measures could be taken. The mine manager started crying again, saying, "Right now, we can only pump water out; there's no other way!"
I anxiously called Director Xie to ask how the communication between the rescue teams in the two cities was going. Director Xie said that the rescue team in Fushun had urgently prepared their equipment and could set off immediately, but it would take at least two hours to arrive at the scene. The rescue team in Fuxin would take four hours to arrive.
Upon hearing this, I realized it was indeed the fastest possible response, so I instructed Director Xie to maintain constant contact with them and to bring the section chief in charge of mine safety to the scene immediately. I was a complete novice when it came to rescue operations; I couldn't even understand the underground diagrams. They were the experts.
An hour later, Director Xie and his team arrived. We gathered in front of the map to study it. Director Xie and the head of the mine safety supervision department were very familiar with the work. Director Xie kept asking the production manager professional questions such as how many wellheads there were, the depth of the wells, and the length and width of the tunnels. He also called over those who had successfully come to the surface to inquire about the specific situation underground, including the distribution of personnel, the amount of water produced, and so on. The production manager and the miners explained everything in detail.
I joined everyone in looking at the underground diagrams and listening to the explanations. I noticed a sign on the other side of the wellhead that looked like a wellhead, but with a red cross on it, so I asked the production manager what it was. The production manager said it was an inclined shaft that a nearby illegal miner had dug while illegally mining a state-owned coal mine, and it had long been blown up and sealed off.
A brilliant idea flashed into my mind: could we reopen the well and go down to rescue them? As soon as I shared this idea, everyone immediately agreed. Director Xie promptly instructed the head of the safety supervision department to lead the mine workers and the production crew to bring the explosives from the warehouse to the back hill to drill holes and prepare to blast open the well.
The police officers who went out to arrest the mine manager returned and reported to the deputy director that the manager was preparing to flee with the money but had been caught red-handed. He's currently being held in the car, and for safety reasons, they haven't dared to let him out. Director Xie, through contact with Fushun and Fuxin, confirmed that the Fushun rescue team would arrive at the scene in less than half an hour, and the Fuxin rescue team would arrive an hour earlier. The work of drilling holes and placing explosives by the safety supervision section chief was also progressing smoothly, and detonation could begin soon.
