Hailing, believing himself to be the eldest son of Emperor Taizu and a direct grandson of Taizu, harbored ambitions for power. In Zhongjing (present-day Nanjing), he focused on establishing his authority to suppress petty officials. Xiao Yu, originally named Yaoqi, was a Xi person. He initially resided in Zhongjing as a Meng'an (a type of military officer). Hailing befriended him, and they often discussed national affairs. Yu, sensing Hailing's intentions, secretly told him, "The garrison commander was the former Grand Tutor, the eldest son of Taizu. Hailing became Right Chancellor, and Yu was appointed Vice Minister of War, concurrently serving as the garrison commander of Nanjing. When the capital was moved to Beijing, Hailing took charge of the provincial administration. Passing through Beijing, he told Yu, "I intend to take up the troops in Henan and establish my own position. I will first march to the two rivers, raise an army, and head north. You must help me to befriend the Meng'an to support me." They made an agreement and he departed. Hailing was later recalled from Liangxiang, but could not keep the agreement. He then murdered Emperor Xizong and usurped the throne, appointing Yu as Secretary of the Imperial Secretariat. Emperor Hailing, harboring resentment towards Emperor Taizong's sons, plotted to eliminate them and conspired with Yu. Yu, employing cunning and treachery, fabricated charges of rebellion against Grand Tutor Zongben and Bingde. Hailing killed Zongben, and Tangkuo Bian sent envoys to kill Bingde, Zongyi, and over seventy descendants of Emperor Taizong, as well as over thirty descendants of Prince Qin, Zonghan. After Zongben's death, Yu took Zongben's retainer, Xiao Yu, and instructed him to prepare a false accusation, ordering him to submit it under false pretenses. An imperial edict was issued, and the people were outraged. Hailing rewarded Yu for his role in deceiving Zongben, appointing him Right Vice Minister of the Ministry of Personnel, granting him the title of Grand Master of the Three Excellencies, the title of Meng'an, and bestowing upon him twenty million coins, four hundred horses, four hundred cattle, and four thousand sheep. Two months later, he was appointed Grand Councilor. Yu's administration was highly arbitrary and autocratic, wielding immense power and influence over the court. Hailing trusted him, and later, on charges of treason, Yu was executed. Two years later, Hailing decreed that officials be allowed to take two concubines, and commoners were also permitted to have concubines. When Emperor Hailing first became prime minister, he had only a few concubines. Upon assuming the throne, he bestowed the title of Consort Hui upon Lady Tudan of Qi, who later became Empress; his second concubine, Lady Da, was made Noble Consort, and later Consort Hui again. In the first year of the Zhenyuan era, she was promoted to Consort Shu. In the second year of the Zhenglong era, she was promoted to Consort Yuan; his third concubine, Lady Xiao, was made Zhaorong. In the second year of the Tiande era, she was specially promoted to Consort Shu. In the second year of the Zhenyuan era, she was promoted to Consort Chen. Lady Yelü was made Xiurong. In the fourth year of the Tiande era, she was promoted to Zhaoyuan. In the first year of the Zhenyuan era, she was promoted to Zhaoyi. In the third year, she was promoted to Lifei.
