undoubtedly inseparable from the fact that these countries retained a large number of highly skilled and technologically advanced talents. Businesses could fail, and countries
could become impoverished, but as long as the talent remained, coupled with relaxed policies, the resurgence of national strength was just around the corner.

The Cold War also ended with the collapse of the Soviet Union. When the United States turned its attention back to Japan
