Can I touch my brother's wife/sister-in-law?

My sister-in-law is a gentle and reserved woman, very traditional. However, I know she and my brother have a distant relationship and often sleep in separate rooms. My brother is the kind of man who does nothing around the house, is very domineering, doesn't understand women, and is indifferent to his wife and daughter. Over time, I've noticed that my sister-in-law rarely smiles; she seems to be suffering
. She must be very lonely inside. I tentatively made eye contact with her, but she intentionally avoided it. She also seemed to be trying to avoid having any opportunities to be alone with me, though she still spoke to me gently. I wonder what she's afraid of that's causing her to keep her distance. Actually, I'm afraid too, but I can't help but fantasize about one day opening up to her and then making love. How do I open her heart? Opening up is a challenge. Or maybe I should use some tactics on her—after all, she's my brother. Do you think I should have these thoughts? I'm afraid things might get out of control.
