Subsequent Western Xia emperors all used Xingqing Prefecture as their capital. During the reign of Emperor Chongzong Li Qianshun of the previous dynasty, a large-scale expansion was undertaken, spearheaded by Liang Guo Zhengxian Wang Weiming Anhui, who successively built Jietan Temple, Gaotai Temple, and Chengtian Temple.

Xingqing Prefecture, after several expansions, had a rectangular city shape, with walls about three zhang high, not particularly high compared to the strategically important cities of the Central Plains. This was likely related to the aggressive nature of nomadic peoples; the Western Xia dynasty was largely on the offensive. The Song army mostly defended fortified cities and strongholds, occasionally launching attacks, but unable to withstand the harassment of Western Xia cavalry, they were unable to penetrate deeply. The three-zhang high walls were sufficient to withstand brief attacks from the Song army.

The city wall was first constructed with earthen bricks for the inner and outer walls and top. The space between the inner and outer walls was then reinforced with layers of broken bricks, stones, and loess. While it couldn't compare to the stone-built walls of the Central Plains, it was still quite sturdy for this "barbaric land."

Xingqing Prefecture originally had two gates each to the north and south, and one each to the east and west. However, to prevent the Celestial Empire's cannons from breaching these gates, they were now all blocked with stones and earth. Therefore, the Celestial army had no need to worry about a Western Xia attack. The messenger waved his flag, and a strangely shaped cart was slowly pushed out.

The watchtower cart, invented in the Song Dynasty, was constructed with a sturdy wooden pole, eight zhang (approximately 63 meters) high, topped with a five-chi (approximately 1.5 meters) wide plank. Folding the flag up indicated no enemy, unfolding it meant the enemy was approaching; a horizontal flagpole indicated the enemy was near; a vertical flagpole indicated the enemy's arrival; the flagpole was slowly raised as the enemy retreated, and then folded up again once they had gone. The watchtower cart had wheels for propulsion; footrests on the pole allowed sentries to climb up and down; thick ropes secured the pole at an angle; and the watchtower itself had a rotating axle, allowing it to rotate in all directions for observation.

This particular watchtower cart had clearly been modified; the upper structure was much larger, easily accommodating four or five people. The structure was also modified to be adjustable, obviously designed specifically for the emperor. After all, it would be undignified for the emperor to climb in front of the army.

The watchtower cart came to a stop. All the generals looked eagerly at Zhang Yang, hoping to ascend the watchtower cart with the emperor to observe the battle.

Zhang Yang glanced at the crowd and smiled, "Zhu Wu can come upstairs with me to observe the battle. You all stay down here to cover the rear. It'll prevent any unforeseen events from leading to our annihilation by the Western Xia."

If only the Western Xia had placed boiling oil cauldrons on the city walls! Even if a cannon shot missed the cauldrons, the explosions around them would be enough to overturn them, giving the Western Xia a taste of boiling oil themselves.

Although the Western Xia reserve troops were hiding at the base of the walls to avoid artillery attacks, the watchtowers were much higher than the walls, so Zhang Yang and Zhu Wu could still see them.
