The inner city, the old city, has walls only three and a half zhang high and each side about three and a half li long, but it is the core and most important area of Keelung City. The headquarters of the Treasure Trove, the Keelung City Guard, and all the key departments managing daily affairs such as finances and provisions are concentrated inside, making its loss unacceptable.
More than 40,000 members of the Demonic Cult quickly gathered on the main streets of the outer city. Among them, 20,000 attacked the four gates of the inner city in four routes, while the remaining 20,000 were divided into four groups to guard the main roads leading to the inner city, preventing the Jade Dragon garrison from the four districts from reinforcing the inner city.
Xu Xiaoyao's plan was strategically impeccable—once the inner city was captured, it would be like seizing the snake's vital spot, eliminating the command center of the Treasure Trove, at which point the forces could be concentrated to attack one side and capture one of the outer city gates. As the signal was raised in Keelung City, signals were also raised in the eight towns. Countless peasants, civilians, and serfs, pre-arranged and armed with various weapons, converged on the towns. More than an hour passed, and dawn was approaching. Many of the guards had already secretly fled or hidden in houses and shops, and the Jade Dragon Army was showing signs of further weakness. A large number of members of the Demonic Cult had stormed the inner city walls.
