The Congress also passed resolutions to award medals to soldiers who participated in the War of Resistance against Japan, the War against the Eight-Nation Alliance, the War against Russia, and the War against Britain and France, as well as to personnel serving in the rear during the war, and approved the establishment of the Memorial Hall of the People's Heroes.
