"Rural-urban fringe" is just a metaphor, more of a description of appearance than the whole person. Whether someone is from Beijing or elsewhere, if they look rustic, I would also say they're from the rural-urban fringe. It's not meant to look down on rural people at all. My long-held view is that rural people are far more kind and simple than urban people.
