不久，英法联军进逼北京，使得北京城的人人心惶惶。咸丰对于风花雪月、荒淫享乐的确有一套，但是要他跟洋人打交道，却让他无计可施。于是批览奏章、草拟上谕之事便交给慈禧去处理，还特别为她刻了一颗『同道堂』的玉玺，一切的诏谕只要有『同道堂』的印，就同御笔亲批。
就这样，咸丰乐得眼不见为净，做他的缩头乌龟太平梦，也使慈禧踏出参与朝政的第一步。
后来情势越来越紧张，遂于咸丰十年，皇帝、皇后、大臣、后妃皆出宫到热河避难。
在咸丰一行人抵达热河之后，龚半伦也率领数十名英军冲进圆明园里，寻他心爱的表妹『牡丹春』。此时，『牡丹春』还玻囚在牢里，遍寻不着的龚半伦一气之下，便下令放火焚烧圆明园。
『杏花春』为了逃跑，被英军开枪射死，『海棠春』在求援无门的清况下投福海自杀，连『武陵春』也在她的房间里自缢殉节，只有『牡丹春』平安的被救出来。这消息后来传到热河的行宫里，咸丰听了伤痛得几乎要晕倒，只有慈禧暗自窃笑。

由于咸丰性格懦弱，因此臣下争权的情况相当激烈，其中以肃顺是势力最大的权臣。他看出当前的情势对他相当不利，尤其在『四春』三死一走之后，咸丰更对慈禧宠爱有加，这怎不叫他心忧如焚呢！
然而，肃顺久经权力斗争的阵仗，很快便知道该如何去应付，才才釜底抽薪、一劳永逸。肃顺打定主意，要用美色来夺取慈禧在咸丰心中的地位，遂派出不少的人秘密地四处物『色』，也很快的便有了着落。
原来，肃顺所物的『色』，乃是一名山西的小脚寡妇。在当时，山西的小脚妇人名闻全国，她们不但肤色白皙，宛似无骨，而且臂部地非常丰满圆润，真使好作狎邪游的人消魂荡魄，欲仙欲死。而肃顺找到的曹寡妇，即是其中项尖的小足美人，尤其她那不盈一握的小足走起路来，莲步姗姗、耸臀微颤，人尚未到，而其体香便已直逼鼻息中。虽然圆明园中的『四春』也是小足美人，但是臀部都是瘦扁扁的，完全比不上曹寡妇那般令人销魂。

皇后钮钴氏原来最个仁厚的人，她听了慈禧的话以后，也没想到慈禧的暗怀鬼胎，便说：「皇上这么做的确不对，这事我会去跟他说。」慈禧听罢，乐得想发笑。
然而皇后遇到皇上时，却心存厚道地说：「现在木已成舟，身为一国之君当然不可始乱终弃，所以还是将那女人接回宫内，待其生产后再封以妃嫔之位。不过，比事已对皇上的名誉造成很大的损害，但愿皇上今后多加收敛，以免遭百姓耻笑。』
面对这番义正辞严的话，咸丰心中虽不悦，但也没理由推拖，也只有唯唯称诺了。
慈禧听到这样的结果，心中大唿「不妙！」，整天更是闷闷不乐、愁眉不展。还好小李子帮她出主意，并且在曹寡妇的饮食中下药让她流产。
曹寡妇流产的这件事，许多人都不相信一向健健壮的曹寡妇会流产，尤其咸丰更怀疑是慈禧干的，只是没有找到证据而已。
从此以后，咸丰再也不信任慈禧了，原因除曹寡妇的流产外，自从慈禧执掌『同逍堂印』，负责批发奏章诏谕之后，其夺权的野心便慢慢地暴露出来。尤其她的机智与果断更令咸丰感到害怕，咸丰觉得这样的女人将是一个祸害，然而他却不敢采取任何排斥的行动。

自从咸丰逃避到热河之后，一方面心忧国破家亡；一方面又在绝望之下放纵自己，而肃顺为了巴结皇上，一再地使用美人计企图抓住咸丰的心。
可怜的咸丰在热河狂欢了近百日，在酒色如双斧伐木之下，终于杷身子耗空了，竟然一病不起。咸丰十一年七月十六日，咸丰自知已经无法再茍延残喘了，便召集人大臣入内，草授诏书，立载淳为皇太子，并且另外写了一张密函，交给钮钴氏皇后。
咸丰对皇后说：「…懿贵妃（慈禧）这个人野心极大，性格又阴狠果断，朕去了之后。若有异样，务必要先下手将她诛除。这封密函中有朕的花押，届时只要以此命令禁卫军执行即可…」
仁的皇后看着密函，忍不住地说：「大概是皇上看错了吧！懿贵妃为人还很不错的，宫里的人都很称赞她的…」
咸丰知道一时也没有辫法让皇后接受，只得说道：「朕绝对不会看错的，今天唯有朕可以致她于死地，他日朕走了以后，就没有人能奈何了她了，唉！…」
隔日，咸丰驾崩了。
载淳遵照遗诏登基嗣位，即为穆宗皇帝。而皇后和慈禧也照着祖制，皇后钮钴氏尊为母后皇太后，徽号『慈安皇太后』；懿贵妃为圣母皇太后，徽号『慈禧皇太后』。后人则分别称为「东太后（慈安）、西太后（慈禧）」。
虽然，此时慈禧已成为西宫皇太后了，但是她仍然不满足，因为朝政大权都还被肃顺把持着，尤其每当东、西两宫问起治丧之事时，肃顺总总是说：「…此事自有微臣与一干诸王大臣处理，不劳两宫太后过问…」
而且，肃顺又下令他统属火器健锐营的全部兵丁，把热河行宫包圈起来，美其名为驻守、护卫，实则在断绝两宫与外界的联络。
在咸丰驾崩之日，曾有遗诏要恭亲王奕訢前来处理丧事。当恭亲王要动身时，却又接到肃顺发出上谕阻止他前往，由于他是咸丰的亲弟弟，治丧人员当然必须有他，可是在接到两道不同的上谕之后，他便警觉到热河的情势必然不单纯，所以他积极地派人察访事情究竟。
而处在热河行宫的两宫太后也看出肃顺的野心，及他在暗中搞的鬼，而想尽办法联络恭亲王，希望恭亲王能帮她们解围，也不让肃顺的野心得逞。
肃顺最担心的就是怕慈禧一回到京里，就会和自己争权夺势，于是百般推托不愿让两宫太后回京。肃顺老是推托说道：「…先帝奉安以及太后同皇上回銮，原是要紧的事情，奴才那里敢阻难？只是恐怕京城未安定，稍有踌躇罢了……」
当慈禧得知恭亲王已经联合亲王大臣，上书要求两宫与肃顺及早护送灵柩回京，便彷佛吃了定心丸，以强硬的口气跟肃顺说：「…听说京城已经安静了，不必再疑虑，还是早点回去的好…」
肃顺虽无可奈何地答应了，内心却骂道：『哼！一个小小的宫女，竟也敢如此嚣张，我非给她好看不可。』肃顺回到住处，十分气愤地和端华、载垣商量对策。
「依目前的情势看来，我们是非送她回京不可。」端华道。
「但是，送她回京，无疑是纵虎归山对我们很不利。」载垣说。
三人正在苦思对策时，肃顺忽然说道：「干脆一不做，二不休，把那女人给暗杀掉，以绝后患。」
肃顺等人预定的暗杀之计，是拟定在古北口下手，但是慈禧太后异常机警，她晓得这趟回京，一定会遭到重重阻阨，甚至惹来杀身之祸，所以她一路上步步为营，谨慎小心以防万一。
慈禧并且密令禁卫军统领荣禄，带兵一队，沿途保护。荣禄深知慈禧此刻面临着比以往更大的困难，所以总是日日形影不离的随侍在慈禧的两侧，保护她的安全。如此一来肃顺、载垣、端华三人，只有眼睁睁地错失良机，让慈禧安全返京。
咸丰十一年九月二十九日，皇太后、穆宗皇帝，安抵京城西北门。恭亲王率同大臣等出城迎接。回到京城的慈禧，便向恭亲王、大臣们哭诉肃顺如何迫害孤儿寡妇，如何专权跋扈，说得是声泪双下、唱工俱佳。
于是，大学士周祖培便上了一道奏摺，内容除了斥责肃顺的野心昭然若揭之外，还奏请两宫垂帘听政，帮助小皇帝裁决政事。隔日，恭亲王便将肃顺、载垣、端华一干人拿办，送入宗人府囚禁起来，不久便处斩了。肃顺等三人临死时，都破口大骂慈禧和恭亲王，肃顺越骂越凶，索性连慈禧的历史都抖出来：「…灭建州者叶赤…」只是没人理他。
大学士周祖培也上奉吏改年号，两宫皇太后便下谕，命令议政王、军机大臣等，改拟新皇年号。议政王默默地看慈安和慈禧一眼，然后恭敬地拟定『同治』二字进呈。
慈禧瞧见这两字，暗寓两宫皇太后共同治理的意思，私心窃慰，就命令以明年为同治元年，颁告天下。同年十月甲子日，六岁的同治皇帝，在太和殿重行即位礼，接受王公大臣等朝贺，而两宫皇太后，在养心殿垂廉听政。这样一来，慈禧太后就真正掌握到实权了。

肃顺等人就诛之后，朝廷的官吏们都是顺服着慈禧，让她顺遂地做着掌权的大梦。只是，慈禧没了后顾之忧，却开始饱暖思淫欲了。
慈禧第一要务便是擢升荣禄为内务大臣，对人解释说她和荣禄是甥舅关系，其实却是想趁机私会老情人。然而，荣禄在跟慈禧见面时，却极力地压抑着内心的那股冲动，对她总是尊以太后之礼，不感稍有逾越，甚至连表情都正经八百的。慈禧虽然内心不悦，却也不能明说，实在愁煞人也。
这夜，慈禧又因孤枕寒衾难以入眠，一个人独自在寝宫里徘徊，机伶的小李子见到她那副若有所失的的模样，便知道她为的是甚么事了。
小李子上前请安道：「奴才那边长屋的昙花开了，太后不妨到那边散散心吧！」
慈禧心想：『正是春闺难耐时，虽然不得真正的男人安慰，这小李子的“口技”倒也能让人解馋。』便答允了。慈禧也不想惊动他人，以免节外生枝，让人识破淫事，所以便让小李子带头一路步行过去。
慈禧一到小李子屋里，只觉得有些疲累，便坐下来稍事休息。无意间，慈禧看到窗几上有一个亮晶晶的水果盘子，上面盛着一堆紫色的小葡萄，晶莹剔透煞是新鲜的样子。
"Little Li! Where did this come from? I don't have it here!" Empress Dowager Cixi questioned.
