There were nearly 240 large trading companies, as well as a large number of migrant laborers—laborers, small vendors, and artisans. Many farmers also lived in the suburbs, cultivating vegetables, farming, and raising chickens, ducks, cattle, and sheep to make a living. During the many years of Russian occupation of Hailanpao, they became the main food suppliers for the city's residents.

Following the military mobilization of Amur Province on June 17, 1900, atrocities against Chinese people continued to occur in Hailanpao.
