Without naval support, crossing the sea was a major problem. If they could reach northern Kyushu, they could cross the sea from there and head towards Shimonoseki—that would be the closest option. Unfortunately, Ohara Riji of northern Kyushu had already fled, and the area was now in Chinese hands. Moreover, the road to northern Kyushu City was completely blocked by two Chinese tank brigades, making it impossible for his eight thousand men to cross.

After searching for a long time without finding a way out, just then, the telegraph operator made contact with headquarters. Korea became a vassal state under Japanese control. Japan's annexation of the Liaodong Peninsula threatened the colonial interests of Tsarist Russia, which then intervened in conjunction with Germany and France. Japan was forced to return the Liaodong Peninsula, but extorted another 30 million taels of silver from my country as a so-called ransom. Adding this to the previous 200 million taels, Japan plundered a total of 230 million taels of silver from my country through this war, equivalent to approximately 360 million yen, more than four times Japan's national treasury revenue of 80 million yen at the time. After the First Sino-Japanese War, Japan used over 90% of the war reparations from China to develop its military industry, establishing factories and banks on a large scale, thus establishing an industrial capital system dominated by large-scale machine manufacturing. In 1896, the Ito Hirobumi cabinet formulated a 10-year military expansion plan, with over 40% of the expansion funds coming directly from China's war reparations. It was China that fattened and strengthened Japan!

This indelible wound cannot be forgotten; I must avenge it!

On October 22nd, the foreign ministers of China and Japan met at the Shunpanro Pavilion in Shimonoseki. Zeng Jize's words infuriated the Japanese Foreign Minister Mutsu Munemitsu, who nearly fainted. He suppressed his anger and said, "There's probably no precedent in history for paying money to buy an armistice, is there?"

Zeng Jize smiled and said, "But there's also no precedent in the world for Japan invading Korea and attacking Chinese troops, is there? Forget it, let our fleet just bomb a few more cities." Mutsu Munemitsu could only nod repeatedly, "Accurate, accurate, accurate, accurate! Foreign Minister Zeng, their bombing was accurate enough, shouldn't they stop now?" Zeng

The Chinese representatives present at the signing ceremony of the Sino-Japanese Peace Treaty were Li Hongzhang, the plenipotentiary representative and Prime Minister of the Qing Dynasty, and Zeng Jize, the Minister of Foreign Affairs. The Japanese representatives were Ito Hirobumi, the plenipotentiary representative and Prime Minister, and Mutsu Munemitsu, the Minister of Foreign Affairs. After several days of debate, on the 15th, the Chinese side presented a final amendment, demanding that the Japanese side clearly state whether they accepted it, and forbidding further discussion. Under our pressure, the Japanese plenipotentiary representative and Prime Minister Ito Hirobumi had no choice but to sign the treaty with tears in his eyes.

The Japanese government was thus forced to accept the Chinese version of the Treaty of Shimonoseki.

The full text of the Treaty of Shimonoseki is as follows:

Article 1: Korea is a tributary state of the Great Qing Empire. All of Korea's foreign and domestic affairs shall be subject to the approval of China before implementation, and no other country shall interfere. All privileges previously held by Japan in Korea are hereby abolished, and Japan shall no longer interfere in Korean affairs.

Article 2: Japan shall exercise administration over the following territories and permanently transfer all fortresses, arsenals, and public property in those territories to China:

1. The following territories: Tsushima Island and its islands, reefs, and waters; Sado Island and its islands

, reefs, and waters. 2. The entire island of Kyushu and its islands, reefs, and waters.

3. The Ryukyu Islands and their islands, reefs, and waters. Article 3:

The boundaries set forth in the preceding paragraph and on the maps attached to this Treaty shall be determined by both countries after the exchange of ratification of this Treaty. Each country shall appoint two or more officials as joint boundary commissioners to conduct on-site surveys and determine the boundaries. If the boundaries stipulated in this Treaty are obstructed or inconvenient due to terrain or governance, the commissioners shall consult with foreign dignitaries and make revisions.

The commissioners shall expedite the demarcation process, aiming to complete it within one year of their appointment. However, should any of the commissioners make any changes to the demarcation, the demarcation established in this Treaty shall prevail until both governments have recognized them.

Article 4. Japan shall pay China 200 million taels of silver as war reparations; this amount shall be paid in eight installments. The first installment of 50 million taels shall be paid within one month of the exchange of ratifications of this treaty, and the second installment of 50 million taels shall be paid within six months of the exchange of ratifications. The remaining amount shall be paid in six annual installments, as follows: the first installment shall be paid within two years, the second within three years, the third within four years, the fourth within five years, the fifth within six years, and the sixth within seven years, with the years calculated from the date of the exchange of ratifications of this treaty. After the first installment is paid, any outstanding amount shall accrue interest at a rate of 5% per 100 taels per year. However, at any time, the outstanding amount, whether in full or in part, shall be paid in advance. If the full amount is repaid within three years from the date of the exchange of ratifications of this treaty, the remaining amount shall be interest-free, except for the interest already paid, or interest paid for two and a half years, or less than two and a half years, which shall be deducted from the principal due.

Article 5. After the exchange of ratifications of this Treaty, within two years, China permits the people of the newly ceded territories to relocate to areas outside the ceded territories, and to freely sell all their property and leave the border areas. However, those who have not relocated by the end of the period shall be considered as subjects of China, and the Chinese government shall treat them equally.

Article 6. All previous treaties between China and Japan are hereby nullified and void due to this discord. Japan shall, after the exchange of ratifications of this Treaty, promptly dispatch a plenipotentiary minister to meet with the plenipotentiary minister appointed by China to conclude a treaty of commerce and navigation and regulations for land trade. Furthermore, from the date of the exchange of ratifications of this Treaty until the newly concluded treaties are implemented, all Chinese government officials, subjects, merchants, ships, and land traders shall be treated with the same courtesy and protection as Japan, the country with which China enjoys the highest level of favor. Japan hereby agrees to cede the following terms, which shall be implemented six months after the date of signing and sealing by the plenipotentiaries of both countries:

First, Japan shall allow the establishment of the following locations as treaty ports to facilitate the movement of Chinese residents to and from their residences and to engage in commerce, crafts, and manufacturing. All newly established ports shall be governed by the same regulations as those for treaty ports or inland towns, and shall enjoy the same preferential treatment and benefits:

1. Tokyo.

2. Niigata.

3. Sapporo.

4. Yokohama.

5. Kyoto.

6. Hiroshima.

7. Kochi.

The Chinese government may station consuls at the newly opened ports.

Second, Chinese ships may enter the following ports to carry passengers and cargo:

1. Tokyo, Niigata, Sapporo, Yokohama, Hiroshima, Hakodate, Nagoya, Matsuyama, Okayama, and Shimonoseki (ten cities).

II. Chinese subjects who purchase goods for trade in the Japanese interior, whether domestically produced or transporting imported goods to the interior, and who wish to temporarily store them in warehouses, may temporarily rent warehouses for storage, except for the exemption from all taxes, levies, and fees.

III. Chinese subjects may freely engage in various industrial manufacturing activities in Japanese treaty ports and cities, and may freely load and export various machines, paying only the stipulated import duties. All goods manufactured by Chinese subjects in Japan shall be subject to the same inland transport taxes, inland taxes, levies, miscellaneous fees, and benefits derived from warehouse storage in the Japanese interior as goods imported by Chinese subjects, and the preferential treatment they are entitled to shall also be the same.

Any subsequent additions or regulations arising from the above concessions shall be incorporated into the Treaty of Navigation and Commerce referred to in this section.

After the exchange of ratifications of this Treaty, China shall return all Japanese prisoners of war; however, those who do not wish to return shall be allowed to choose their place of residence according to their own wishes. Japan shall release any Chinese subjects suspected of being military spies or arrested on suspicion of such actions. The Treaty of Shimonoseki stipulated that all Japanese subjects involved in the Chinese military operations during this conflict would be granted leniency, and that relevant authorities were instructed not to arrest or detain them.

Article Seven stated that Japan publicly apologized to the descendants of the former King Yi of Korea for the massacre of the Yi family and should compensate for all losses.

Article Eight stipulated that Japan should immediately release King Sho Tai of Ryukyu and his family, and return all their property.

Article Nine stipulated that hostilities should cease from the date of the exchange of ratifications.


Article Ten stipulated that this treaty, after being ratified by His Majesty the Emperor of the Great Qing Empire and His Majesty the Emperor of the Great Japanese Empire, would be exchanged on January 14th of the 21st year of the Guangxu Emperor's reign (February 8th of the 28th year of the Meiji Emperor's reign) in Kyushu, north of China.

In addition to the ten articles of the main treaty, the Treaty of Shimonoseki also included a separate treaty, a special treaty, and a special treaty on the extension of the armistice.
